VOA Radiogram for April 30 - May 1

From Kim Andrew Elliott:

Hello friends,

This weekend's VOA Radiogram will include a news item in Olivia 64-2000. This might be an opportunity to investigate why some listeners do not have successful decodes of this mode. One way to do this is to use two radios, with two different bandwidths. The hypothesis is that a wider bandwidth should work better with the wide Olivia 64-2000 mode. You could decode "live" from one radio while recording  from the other radio for later decoding.

Here is the lineup for VOA Radiogram, program 161, 30 April-1 May 2016, all in MFSK32 except where noted:

 1:33  Program preview
2:43  Russia launches rocket from new cosmodrome*
6:44  Freedom House press freedom report*
14:01  Olivia 64-2000: Dwarf planet has a moon*
23:31  MFSK32: Old RFE/RL transmitting site in Spain*
26:07  Closing announcements*

Hopefully no RHC co-channel with VOA Radiogram for April 23-24

From Kim Andrew Elliott:

Hello friends,

Last weekend, Radio Habana Cuba had a special transmission on 17580 kHz, creating an interesting co-channel situation with VOA Radiogram Saturday at 1600-1630. RHC caused only minor interference in Europe, but in parts of the Americas, decoding VOA Radiogram was difficult. In this video by Tim in Colorado, VOA Radiogram and RHC are fairly evenly matched …

[Here neither one was particularly audible, but RHC wins on points.  That distinctive voice they use faded in and out more times than the VOA's digital tones, which stayed pretty much out.  -Hugh]

Last weekend’s Olivia 64-2000 provided some good decodes despite poor reception conditions.  Here is an example from a receiver in Sydney, NSW, Australia …

On the other hand, some listeners were not as successful with Olivia 64-2000, and found that this mode did not perform as well as MFSK32 – which is much faster. I wonder if the problem is related to the receiver’s bandwidth. Olivia 64-2000 extends to 2500 Hz above and below the carrier. If any of that data is “clipped,” the decode might be less than 100%. We could try some experiments with this in future programs.

This weekend, all the content will be in MFSK32, except for the transmission schedule in Olivia 64-2000 mixed with the closing music.

Here is the lineup for VOA Radiogram, program 160, 23-24 April 2016, all in MFSK32 except where noted:

 1:34  Program preview
2:44  Can AC and DC power integrate?*

16:38  New report finds media freedom declined globally*

Is ANPOPS in Southern California?

It's long been assumed that the Rockwell Collins "ARINC UrgentLink" station using the 2G ALE address of ANPOPS is at or near the old ARINC headquarters in Annapolis, MD.  Perhaps it was at one time.

Lately, however, hundreds of ALE decodes have given a clear indication that it is most likely coming from somewhere in Southern California.

Let's look at some statistics. Here are the average S/N (as shown on PC-ALE) and the average frequency for the only stations audible at this QTH in SoCal:

Stn           S/N       Fq
010MDR    8.7    11206.2
103SCC    6.3    11300.3
104LKW    6.7    10559.3
105LAN     6.8     6792.7
ANPOPS    9.0    6163.0

As noted above, the sample on these is rather large.  It's over 50 normal sized pages of PC-ALE orderwire loggings. It includes a couple of all-night runs, to somewhat lessen the effect of diurnal band changes.  As far as I know, all of these stations are using very similar 125-watt radios with simple vertical antennas.

Note that ANPOPS actually averages a higher signal to noise ratio than the four other stations, all of which are known to be in the direct RF field at my location.  The only station whose average comes even close is 010MDR, Marina Del Rey, which is verified as coming from a business park only a few miles away from here.

ANPOPS also tends to be heard on lower frequencies.

Neither condition would support an origin in Maryland.  This result is simply not consistent with the known characteristics of recent transcontinental propagation. Band conditions have not been especially good, and genuine F2 skip from the eastern US has been weaker than normal.

And so we have something of a mystery, but then this system has been known for those.

VOA Radiogram for April 16-17

Hello friends,

Reception was good last weekend, allowing for successful decodes, including the nuances of the gray-scale images. Here is the photo of the migrant as decoded by Dmitry in Kursk, Russia, on 15670 kHz …

VOA Radiogram this weekend will include a seven-minute segment of Olivia 64-2000, so let’s hope for poor reception to give this slow-but-robust mode a workout. If reception conditions are good, try a cheap receiver, or a compromised antenna, or a location with electrical noise.

Here is the lineup for VOA Radiogram, program 159, 16-17 April 2016, all in MFSK32 except where noted:

 1:31  Program preview
 2:39  Octopus makes daring escape*
7:53  Kerry calls for more connectivity in poor countries*
12:42  Trolleybuses in Moscow to be retired*
16:10  Olivia 64-2000: Tiny spacecraft to explore space
23:21  MFSK32: Closing announcements*

Germany reverses digital AM ban (VOA Radiogram for April 9-10)

Desk, get me rewrite.  Stop the presses.  Kill the front page.
(This will be the second revision of the May column.  Poor Ken.)

The German government now says it was all a misunderstanding.

From Kim Andrew Elliott:

Hello friends,

The German communications regulator Bundesnetzagentur has changed its mind about allowing digital modes on shortwave broadcast transmitters in Germany. Apparently BNetzA thought that Channel 292 was transmitting the text and images in single sideband (SSB), which is how amateurs, military, etc, transmit the digital modes. Now that they know that the MFSK32 and other modes are sent as program audio on an analogue amplitude-modulation shortwave transmitter, their objections were withdrawn.  (It's similar to A2A modulated CW.)

BNetzA prefers that the term MFSK32 not be used to describe these broadcasts, but we have to specify the mode so that you can set Fldigi or other decoding software to the correct mode. In any case, the weekly MFSK32 transmission will resume on The Mighty KBC, and DigiDX will return to Channel 292.

Meanwhile, VOA Radiogram this weekend will be all MFSK32 except for the transmission schedule in Olivia 64-2000 under the closing music.

Here is the lineup for VOA Radiogram, program 158, 9-10 April 2016, all in MFSK32 except where noted:

  1:32  Program preview
  2:46  China domain name rules*
11:58  South Korea blocks North Korea Tech website*

Oops! (VOA Radiogram for April 2-3)

I got busy writing the next TSM column, and missed posting the weekly VOA Radiogram notice when it had a lot of news in it. Mostly, this is that the German government has banned narrowband digital modes on AM analog transmitters.  Huh?  DRM is digital, and that's still legal.  Also, I forgot to make the frequency change for the first broadcast, and got an SDR file of nothing.  Sigh.

--------------
From Kim Andrew Elliott:

Hello friends,

New this weekend is the elimination of the digital text modes from shortwave transmitters in Germany.

The German regulator Bundesnetzagentur has ruled that the digital modes are not allowed in the broadcast bands. Because of this, there will be no MFSK32 on The Mighty KBC this weekend, because it uses a transmitter in Nauen, Germany.  And, for the time being, there will be no DigiDX MFSK broadcasts on Channel 292, 6070 kHz, and Radio 700, 3985 kHz.

Listeners in Germany might want to note these arguments for the digital modes on the shortwave broadcast bands: 1) It is broadcasting, not point-to-point communication. 2) It can be received on any shortwave radio, even inexpensive portables with no SSB capability. (Software is required to decode the text and images, but this can be included in future shortwave radios.) 3) DRM is legal on the shortwave broadcast bands, and DRM can transmit text and images.  4) Text and images via analog radio requires less spectrum (bandwidth) than DRM. 5) Text and images via analog radio are a useful new application for underutilized shortwave transmitters and frequencies. 6) Text and images via analog radio extend the range of a shortwave transmitter, resulting in accurate content in conditions where voice transmissions may be unintelligible. 7) Digital modes via shortwave can be a useful alternative when the Internet is not available due to disasters or to net censorship by dictators.

VOA Radiogram, program 157, 2-3 April 2016 is all MFSK32 except for the transmission schedule in Olivia 64-2000 under the closing music:
