Utility Planet is the official blog for the column of the same name in The Spectrum Monitor. It replaces Utility World in the discontinued Monitoring Times magazine. Utilities are all VLF/LF/MF/HF (and sometimes low-band VHF) radio communications except broadcasting, CB, and non-emergency amateur. If you understood the last sentence, you know enough to read this blog.

HFDL System Table #48/ 30 Now Current
Yesterday, a discussion on the HFDL Yahoo group produced the intelligence that the frequencies were being changed in bunches. As a result, it was predicted that ARINC would soon change the system table again.
They did.
You know the drill. Fire up PC-HFDL right now, put it on a loud ground station, and leave it there until the system table is sent to an aircraft. It is done so in a special message type, and in 5 or 6 data packets. It is essential to receive all of these. After this happens, PC-HFDL will magically turn the numbers in the squitters back into frequencies.
The alternative is to get the new PCHFDL.DAT file online. An earlier post tells how to do this. Of course, since #47 has now gone the way of several others in the past weeks, that file has been removed from this column's web site. #48 will be posted whenever I get one that works.

US EAS Nationwide Test November 9
Release from US Government:
First Nationwide Test of the Emergency Alert System November 9 at 2pm EST
As part of their ongoing efforts to keep our country and communities safe during emergencies, the Federal Communications Commission and Federal Emergency Management Agency will conduct the first nationwide test of the Emergency Alert System (EAS). The EAS test plays a key role in ensuring the nation is prepared for all hazards, and that the U.S. public can receive critical and vital information, should it ever be needed. The first nationwide test will be conducted Wednesday, November 9 at 2 p.m. EDT. This test may last 30 seconds, and will be transmitted via television and radio stations within the U.S., including Alaska, Hawaii, the territories of Puerto Rico, the U.S. Virgin Islands, and American Samoa. Similar to local emergency alert system tests, an audio message will interrupt television and radio programming indicating: "This is a test." When the test is over, regular programming will resume. For more information about the nationwide Emergency Alert System test, please visit www.FEMA.gov and www.FCC.gov. On November 9 at 2 p.m. EDT, please remember: Don’t stress; it’s only a test.

PCHFDL.DAT File for System Table #47
This file has been used on this computer to successfully update two different versions of PC-HFDL to System Table #47. The numbers changed to frequencies on both.
I make no other guarantees, because it has not been tested on anyone else's machine. Use at your own risk. It won't hurt your computer, but it might not update PC-HFDL. It should be downloaded as a binary file, and saved anywhere convenient.
In order to use it, first close PC-HFDL. Find the PC-HFDL program directory, go to the folder named "configs," and rename the existing PCHFDL.DAT to something else. Copy this new one in, and rename it PCHFDL.DAT. Start PC-HFDL and pray. If frequencies appear instead of numbers, it worked.
If it didn't work, close PC-HFDL again, delete PCHFDL.DAT, and rename the old one back to that name. Then start PC-HFDL back up.

HFDL System Table Now at #47!
Yes, that's right. Before I was able to post the new PCHFDL.DAT file for ARINC HFDL System Table #43, they put out another one... and another one... and another one... (total is five in about a week).
Obviously, there has not been an opportunity to catch up, and so the file will not be uploaded until this settles down. Meanwhile, leave PC-HFDL going on a strong ground station all day, until it sends the table out to somebody. The program will then update itself, and frequencies will replace the numbers.
Also, the changes in all five tables have been very minor. One can still use old lists and spreadsheets to look up freqs manually. A hassle, yes, but it works. Keep in mind that freqs are numbered from the highest down. Yes, that's right. San Francisco is using 21943 (F-1) right now. Gotta love solar peaks.
