It’s official -- delegates attending the 2012 World Radiocommunication Conference (WRC-12) have approved a new 7-kilohertz-wide secondary allocation between 472-479 kHz for the Amateur Radio Service. Agenda Item 1.23 had both its first and second readings in Plenary Session on Tuesday, February 14; to become part of the ITU’s Radio Regulations, each Agenda Item must be read twice in Plenary Session. While the Final Acts will be signed on Friday, February 17 at the close of the Conference, the new allocation will not take effect until it is entered into the Radio Regulations. No date has been set for this, but it is unlikely to be earlier than January 1, 2013. In any case, no amateur can use the band until his or her national regulations are revised to implement the allocation.

Agenda Item 1.23 originally called for a 15-kilohertz-wide spectrum in parts of the band 415-526.5 kHz, taking into account the need to protect existing services. But according to ARRL Chief Executive Officer David Sumner, K1ZZ, this was in conflict with the Maritime Mobile Service. WRC-12 delegates approved Agenda Item 1.10, which called for a worldwide exclusive allocation to the Maritime Mobile Service of 495-505 kHz. Discussion of this allocation to Maritime Mobile "has been in the works throughout the conference preparation (i.e. since 2008)," Sumner explained, "and was the reason why the MF amateur allocation could not be made in this band as some amateurs had hoped. That’s why we had to look elsewhere and is what put us in conflict with aeronautical radionavigation."

ITU to focus on emergency communications

The International Telecommunication Union (ITU)’s World Telecommunication Development Conference (WTDC), which after 12 days of deliberations concluded here on Friday, adopted the Hyderabad Action Plan, outlining a road map to foster the global development of information and communication technology (ICT) networks and services over the next four years with more emphasis on emergency telecommunications.

Telecommunications and ICTs also play a critical role in disaster detection, early warning, preparedness, response and recovery. The Hyderabad declaration calls upon administrations to support polices and strategies that facilitate the use of telecommunications and ICTs for disaster management, in particular radiocommunications, said ITU secretary-general Hanadoun Toure.

"ICTs can save lives and help reduce the impact of natural disasters that could impede sustainable development. ITU has played a critical role in restoring telecommunications in disaster-hit areas around the world and was one of the early responders in the aftermath of the devastating earthquake in Haiti earlier this year," he added.

Power Line Communications on agenda at ITU

ITU Working Parties 1A and 1B will meet in Geneva between June 21 and 28. A major item of discussion will be protection of radio services from interference from Power Line Communications (PLC) also known as PLT or BPL.

IARU has already contributed to the ITU-R report SM2158 “ Impact of power line telecommunication systems on radiocommunication systems operating in the LF, MF, HF and VHF bands below 80 MHz“ where the acceptable criteria for degradation of the HF radio noise floor caused by PLT is defined as being 0.5dB. Work in WP1A will concentrate on the protection of radio services from the effects of PLT in range from 80 to 200MHz.

The IARU delegate to SG1 and its working parties is Peter Chadwick G3RZP: three input contributions have been prepared for this meeting. One of these is a report on the effects of intermodulation in power supplies causing the amateur band frequency notches in the PLT spectrum to be degraded: this report has been prepared from the work by Richard Marshall, G3SBA published in the RSGB RadCom magazine, and also points out the difficulty such effects could have on the PLT system itself.

A further input establishes the protection criteria for amateur stations operating in the 2 metre band: Ian White, GM3SEK contributed to this input, and it is considered that the amateur and amateur satellite services require protection such that PLT interference does not exceed -45dB m V/m in the main lobe of the antenna, with a separation between antenna and the PLT installation being at least 10 metres.

The third input is of a more general character showing that there are a number of non-amateur services that could suffer interference from PLT or its harmonics, such applications including social alarms for the elderly, pagers, medical implant telemetry, as well as broadcast, and when aggregation of radiation is concerned, aircraft navigation and communications. When the differences in range between PLT and mains leads and the social alarms and medical implant ‘base’ stations etc., are taken into account, the acceptable levels of radiation to protect the amateur services are of the same order as those needed to protect these other services.

In another posting to this club's excellent web site, VK3PC notes that "Access BPL" is for all purposes extinct in Australia. He says that it never really reached a critical mass in the market down there, and it is rapidly being abandoned for other systems.

Thankfully, a similar process seems to be at work in the USA, with the infamous Manassas system being the latest victim.

"Access BPL" differs from PLC aka PLT aka In-Home BPL in that it uses the power company's wires, which have been demonstrated to be excellent (if inadvertent) transmitting antennas. Less is known about the real-world, non-laboratory-conditions RF emission from PLC/ PLT/ In-Home BPL. This completely different system uses the house wiring to distribute high-bandwidth applications such as video on demand. Originally, wi-fi was not up to this task, though the technology is evolving rapidly.

While a bad situation has existed for some years in the UK, compounded by regulatory abdication, the problems there may or may not ever actually happen in the United States. US house wiring differs considerably from the 200-volt loops with fused plugs that are still fairly common in the UK.

ITU Monitoring Database Extract #12 (7000-7500)

What's interesting in this segment is the broadcast use of 41 meters, which changed this spring when a WARC re-allocation went into effect. It appears that some broadcasters are slow moving out of the old segments. Nearly all of the many broadcast intercepts are omitted here, which is why the list is not as long as others.

ITU Monitoring Database Extract #4 (80M Utility)

Keep in mind that various portions of the 75/80 meter band are shared in much of the world, and so most of these utilities are probably not "intruders" to the amateur spectrum. The band gets especially heavy utility use in Europe.

ITU Monitoring Database Extract #3

These extracts are maybe a tenth of the information in the ITU monitoring database, which is copyright and way too big for this blog anyway. Some of the monitoring stations are better than others, and some of the information is just plain wrong.

I pass along the stuff I find interesting as someone's educated guess, not as the absolute truth.

The sheer bulk of this and any other attempts that have been made at logging everything found on HF should permanently destroy the myth that "There's nothing left on short wave utility."

ITU Monitoring Database Extract #1

This is the first in an irregular series of extracts from the International Telecommunication Union monitoring database.

This database, distributed in .dbf and .pdf formats, is a list of HF receptions by several participating monitoring stations. There are many thousands of intercepts logged here, some more reliable than others. If nothing else, they debunk the myth that "There's nothing left on HF."

Nothing had been posted from this program since April of this year. This changed on August 18, when more of 2009 was added. The full data is available at the ITU Monitoring site.

Some SW Broadcasters Still In 40 Meters

It would appear that the new rules which move broadcasting to above 7300 kHz are being ignored in China. Asian listeners are hearing multiple broadcast programs, often on the same channel, pretty much as before.

IARU Region 1 Passes New 40 Meter Bandplan

The International Amateur Radio Union (IARU) concluded its meeting in November with an agreement on a new voluntary band plan for the expanded 40 meter amateur band.

IARU regions coincide with those of the International Telecommunications Union (ITU). Region 1 is Europe, Africa, the Middle East, and all of Russia east to its Bering Strait border with (gasp) the United States. Region 2 is North and South America, plus Greenland. Region 3 is Asia (minus Asiatic Russia), the Central and South Pacific, Australia, and New Zealand. Antarctica and the Arctic are split up accordingly, as the lines run clear to the poles.

On March 29, 2009, an ITU agreement will kick in, expanding 40 meters in Region 1 from 7000-7100 kHz to 7000-7200. AM broadcasters in Region 1 will no longer be coordinated in this part of the "41 meter band," though it is not known whether all will actually move anytime soon. Furthermore, broadcasters in Region 3 will not have to move unless interference from legally operating amateurs becomes a problem.

The major change for hams is to move most voice operation above 7100 kHz, somewhat more in harmony with the United States rules. Night time 40 meter users in the US will hopefully not be required as often to work crossband or cross-mode to contact voice DX stations. However many countries don't have required band segments by mode, and band plans are voluntary in such cases.

WHRI Starts Frequency War With CHU

Listeners to the 40 meter band might have noticed that World Harvest Radio has added 7335 kHz to its frequency schedule between the hours of 0600 and 1100 UTC (2 to 7 AM in the Eastern time zone). This is part of its "Angel 1" schedule, beaming toward South America from Cypress Creek, SC with a claimed effective radiated power in the tens of megawatts. (All this is fully documented on their web site.)

Even though the beam is southward, this has been pretty well obliterating CHU, the Canadian standard time and frequency station near Ottawa. Many people actually use CHU for the same purposes as WWV/WWVH/WWVB in the USA, including sensitive automated timing applications. Needless to say, they are somewhat less than thrilled.

Unfortunately, under the new ITU international allocations that took effect two months ago, CHU is technically a broadcaster, not a utility, and does not have any kind of priority on the frequency the way it would if it were still operating as a government service. It's a legal technicality, but one being exploited quite effectively by WHRI.

While WHRI does have a legal right to transmit here, IMHO it's pretty tacky. Even HAARP listens first.

Here's the e-mail sent by someone at CHU in reply to correspondence from the Ontario DX Association:

Hello Brian,

I am aware of this situation.

CHU has a licence to broadcast on 7.335 MHz and this frequency has been
registered with ITU, HFCC, FCC and other broadcast authorities. This,
however, does not guaranty that we own this frequency, for all international
purposes. We must now fight for it, with the FCC.

I have sent several letters to WHRI, but their chief engineer has not
replied to me. I have also sent a letter to the FCC stating the use of our
service on this band and our long standing service at this frequency. They
have yet to respond.

We must now go through all politically correct channels to resolve this
dispute. But the members of your association can use other mean declare
their dissatisfaction with the interference from WHR. Have your interested
members send email to WHR ( lsarkisian@lesea.com ), and the FCC (
thomas.lucey@fcc.gov ).

This may have more impact.

CHU Won't Have to Move

Canadian standard time and frequency station CHU will not have to change the frequency of its 7 MHz signal, which is by far the most frequently used. The station was able to modify the conditions of its licence (Canadian spelling) to continue broadcasting on 7335.0 R3E (upper sideband with a partial carrier). CHU will not leave the air any time in the forseeable future.

Remember that US daylight savings are earlier this year, and all your devices that reset as per the old formula will need manual updating or firmware modifications. This is an expensive pain in the butt, and if I may editorialize for a second, I wish they'd stop screwing around with the time. Pick two dates and stick to them, regardless of who lobbies Congress.

The change is March 11, but many short wave schedules will change on the first.
