3589.7 (Dial, listed 3588.0)
This is an output frequency for an interesting European data network called PSKmail. Those who have used "packet" mailboxes get the concept, except that this one is in PSK250. This is a much faster, and much wider, version of the PSK31 that everyone's probably heard on 14070 kHz. It works better than HF packet, and you don't need a US $1500 modem to receive it, like you do for Pactor-II and III. The shareware MultiPSK program does it just fine, even over the grungy webSDR.
The station on this frequency identifies as DK4XI-8. It seems to dump large files of amateur callsigns and coordinates on the hour. I don't know if these are APRS or obtained in other ways. Many of the stations are afloat. At hour +15, it dumps an even larger file of Deutscher Wetterdienst WX and NAVTEX Hamburg, both in German. This contains weather observations and maritime safety information from the German weather and hydromet offices.
I've also copied another PSK250 station, DA5UWG, on 3588.5. This is also PSKmail.
3592.6 (listed, dial can vary all over)
This is an interesting world propagation spotting net using a semi-automated amateur mode called WSPR (Weak Signal Propagation Reporter, aka "whisper"). WSPR is implemented in another small computer program resembling WSJT. Look and feel are similar, since both are written by K1JT, but WSPR is even less intuitive if that's possible.
This mode is designed for very bad HF circuits. It is precisely timed, with transmissions beginning exactly 2 seconds into each even UTC minute and lasting around 110 seconds. DEFINITELY sync your computer to an Internet time server if you're going to use THIS mode.
The information rate is very slow, around 1 baud. The signal is only about 6 Hz wide. It uses a very narrow 4PSK modulation and a lot of redundancy (FEC, etc). Therefore the dedicated WSPR software decoder can extract very weak signals, well below the noise.
Even when it's audible, WSPR is easy to confuse with just another dirty carrier or more local computer grunge. This makes it easy to miss, but if you park WSPR on the SDR at or near 3592.6 USB, you'll hear it eventually. At home, try this one and 10138.6 USB.
So far my only successfully decoded hit is:

and yes, the actual transmitted frequencies are between 3594 and 3594.2 kHz.

Our tour comes to an end with the Russian Navy SLHFB Single-Letter HF Beacon cluster. Like all these clusters, this one consists of several CW Morse beacons spaced 0.1 kHz repeating one letter forever. These have been on the air for a very long time, and they are thought to be propagation beacons. It's possible to tune in the whole range at once and see where the band's open to.
So far, on 80, we have nailed:

3593.8 "P" Kaliningrad 02/08/09 2142
3593.9 "S" Severomorsk 02/04/09 0431

The Great WebSDR Tour - Part 2
We continue our tour of 80 meters on the Dutch WebSDR.
3582.1 (dial; listed is 3581.5)
This is W1AW, the ARRL Headquarters superstation in Newington, CT. Code practice and bulletins are audible nightly. I wish I could get it as well here.

One of several weather FAX stations in this range. These are very weak. This and the SDR's woozy timing guarantee poor reception of these faxes, but they are identifiable as weather charts sent at 120/576.

One of several ALE frequencies. It might be worthwhile to park on these, but I hate to tie up their server. By the time I can tune them in, it's too late to sync up and get an ID. I would guess this one is amateur, since it's a listed ALE calling frequency for Regions II and III.
Other ALE frequencies include, but are not limited to, 3587.6 and 3618.2.

Unknown STANAG 4285, that jet-plane noise made by a NATO data communications mode about 3 kHz wide. Started and stopped. Also voice in a language other than English, using military-sounding procedures and NATO phonetics. STANAG 4285 has also been heard on 3614.4.

VERY approximate frequency of NATO tactical data linking in Link-11 mode. There's Link-11 all through this part of 80 at night. That's what it is. Hams have nothing similar. It's the military.
Other Link-11 frequencies include, but are not limited to, 3590.5, 3607.0, and 3610.0 kHz.

The WebSDR in the Netherlands just keeps getting more popular. Maybe it's too popular. The server is getting pretty hammered.
It's easy to see why, because this box gets everything. Maybe it's the full size antenna. 20 is dead, but 80 and 40 sound like old times, with stations from one end to the other of the SDR's little segments. Back here in The Land That Shortwave Forgot, I haven't heard the low bands this active since I was a small boy with a big antenna.
Let's begin our tour on 80 meters. This band is shared in Europe. Amateurs co-exist with military utilities and even weather faxes.
The SDR coverage begins around 3576.0 kHz. Frequencies are corrected to documented listed ones where available, otherwise it's the reading of the SDR "dial."
3576.0-3578.0
This is a JT65 working frequency range. Stations pick frequencies plus or minus QRM. JT65 is part of a computer program named WSJT which has several digital modes designed for EME (Earth-Moon-Earth communication, aka "moon bounce"). This is done on VHF and UHF, making 80 meters an unlikely place to find these extremely slow polytone-like transmissions. However, a quick session with WSJT decodes them, proving that's what it is.
Here's one morning's decoding done here. It's right off the Internet, rubbery timing and distortion and all:

JT65 has three submodes, A through C, depending on the amount of frequency shift made by the single sine wave tone. On receive, WSJT can pick the right one. The sound in your speaker really does slightly resemble the slow preamble sent by the Russian polytone numbers stations (XP and XPH). It's a steady beep changing frequency at regular intervals.
This net sounds weird, which might explain why it seems to have picked up some jamming. Maybe the jammers don't know what it is, or maybe they want them to do it somewhere else. Since the jamming (manually swept carriers) follows the stations around, we know there are people sitting at radios turning knobs. It's definitely a ham turf battle.
3577.0 IZ3DVW Italian Propagation beacon, ~1 watt. Always loud and right in the middle of all the JT65 fuss. Sends long carriers and the callsign plus "BEACON" in CW Morse.

WASHINGTON -- NASA's Space Shuttle Program has established a plan that could support shuttle Discovery's launch to the International Space Station, tentatively targeted for March 12. An exact target launch date will be determined as work progresses with the shuttle's three gaseous hydrogen flow control valves.
At NASA's Kennedy Space Center in Florida, technicians have started removing Discovery's three valves, two of which will undergo detailed inspection. Approximately 4,000 images of each valve will be reviewed for evidence of cracks. Valves that have flown fewer times will be installed in Discovery. Engineering teams also will complete analysis and testing to understand the consequences if a valve piece were to break off and strike pressurization lines between the shuttle and external fuel tank. Hardware modifications may be made to the pressurization lines to add extra protection in the unlikely event debris is released.
NASA and contractor teams have been working to identify what caused damage to a flow control valve on shuttle Endeavour during its November 2008 flight. Part of the main propulsion system, the valves channel gaseous hydrogen from the main engines to the external tank. After a thorough review of shuttle Discovery's readiness for flight on Feb. 20, NASA managers decided more understanding of the valve work was required before launching Discovery.
The Space Shuttle Program will hold a meeting March 4 to review new data and assess ongoing work. Managers then will determine whether to move forward with a flight readiness review March 6.
If Discovery's tentative launch date holds, there will be no effect on the next two shuttle launches: STS-125 to NASA's Hubble Space Telescope and STS-127 to the International Space Station.

More on HFDL
1. James Gilbert in Florida reports that he has the new PC-HFDL version 2.042 working fine under Vista and on a Winradio virtual sound card. Others report similar success with the program and Vista.
2. The new Panama HFDL station is being copied widely working aircraft on 10063 and 17901 kHz. It fills a gap in Central America. James has it in FL on 17 MHz, and so do I in CA. Along with squitters, I have recently logged new aircraft N317UP, N446UP (both UPS), LX-RCV (Cargolux), N17122, N33132 (both Continental), HP-1521, HP-1534CMP (both Copa), and XA-MXQ (Mexicana).

WNE: New US Commercial Medium-Frequency Station
The historic old medium-frequency maritime band continues to be repopulated with new commercial stations seeking to keep this heritage alive. This information comes from Richard Dillman at KSM/KPH/K6KPH:
Another new US coast station has been granted a license for operation in the MF maritime mobile band.
OM Steve Russell of Stoneham, MA has been granted the very fitting call WNE for his station with authorization for 5000W on 500kc and 472kc in the name of the New England Historical Radio Society, Inc. Steve will be building the station "from the ground up", as he puts it. Erection of the antenna will have to await until temperatures rise a bit but the base for it has already been installed.
WNE joins two other recently licensed stations, KDR (Bellevue, WA on 500kc and 482kc) and WFT (Palmetto, FL on 500kc and 486kc), as part of the re-population of the MF maritime mobile band with commercially licensed stations.
"We have a lot of work to do and any input, suggestions, questions or donations will be greatly appreciated to make this happen" says Steve. We at the MRHS applaud the effort Steve has made to obtain his license and his willingness to take on the job of building a new commercial coast station. His efforts and those of Joseph Venable of WFT and James Dalke of KDR are major steps toward keeping commercial Morse alive in this most historic portion of the radio spectrum.

PC-HFDL Version 2.042 Now Available
The new HFDL system table got me interested, so I decided to install the new version of Charles Brain's commercial PC-HFDL program. It's been out for a couple of weeks now. While Charles' old web site is still gone forever, a stub page at his old link will give you a link to the new version, which is PC-HFDL 2.042.
The big news is that PC-HFDL now works under Vista. Most people are probably aware that Vista made large changes in the way the operating system handles the sound card. The code now handles these. I haven't tried it on a Vista machine, but those who have say it works just fine.
It still works fine under XP, though there are a couple of new quirks and weirdnesses that replace the old quirks and weirdnesses with regard to setting up the channels and spectrum display. Since my system is a bit different than most, there's no point in my describing my own strangeness, since your strangeness might vary.
Also, I am told that the program still works better with some sound cards than others. It does great with my old external USB Sound Blaster, and in fact the rate of successful decodes is up noticeably on weak signals. (At this point in the solar non-cycle, that of course is most of them.)
Charles has added the pcfhdl.dat file that we talked about in the previous post to this blog. This means that the program is up to date with system table number 34 (22 hex) right out of the box. You still have to change the entry in pchfdl.txt from Annapolis to Albrook AB in Panama, though. BTW, I have heard this ground station and aircraft exchanging data on 10063 kHz, so it is definitely live.
Given the many variables, I'd back up the files in the PC-HFDL subfolders before doing the update. While you probably won't need to uninstall everything and start over with 2.031, we are dealing with computers here. Nothing is too strange.

More On New HFDL System Table #34 (0x0022)
Users of PC-HFDL probably know that when ARINC changes the System Table of frequencies used for this huge system, the mismatch is picked up by the program. You see this when it reverts to using numbers instead of frequencies in kHz. Checking the "System Table" box to open the window won't help, because the program still doesn't have the new information.
PC-HFDL does have the ability to update itself, but you have to be lucky. What happens is that the mismatch is also picked up by the "real" HFDL system, which sends aircraft the new table until everyone has it. Those who are listening at the right time, or the real hard core fans who run PC-HFDL 24/7 are already in business.
Everyone else has to update it by hand. Here's what you do:
1. Find the directory containing PC-HFDL. There should be a subfolder called configs (all lower case). This contains, at a minimum, three files auto-generated by PC-HFDL the first time it runs. These are:
pchfdl.ini (don't worry about this one);
pchfdl.dat (contains a lot of weird text and binary stuff that is apparently a capture of the system table from the air; this is how the program updates itself);
pchfdl.txt (a list of ground stations, with unused slots and 0 padded with UNKNOWN).
2. Ordinarily, only pchfdl.dat would need to be changed. However, this time there's a new ground station. This one replaces the long-gone Annapolis station in slot number 11. It's at or near the old Albrook Air Base near Panama City, which was once used by the US until the canal was given back. Therefore the HFDL community has decided to call it ALBROOK in PC-HFDL.
Therefore, two files must be changed.
3. Back up pchfdl.dat and pchfdl.txt somewhere else, so you have untouched copies if you need to revert.
4. Make sure PC-HFDL is not running, or none of the subsequent steps will work.
5. Download the new pchfdl.dat from somewhere. I got my copy from the excellent HFDL group on Yahoo. This is a great group populated by the real heavy duty HFDL monitors, and it is highly recommended. If you don't want to join, a copy of the file is on the Utility World site. It's the same one in use here, though for various reasons I can't guarantee it will be right for everyone.
6. Go to the PC-HFDL config folder and rename the existing pchfdl.dat. Copy in the new one. Make sure the file doesn't get changed in any way, for it indeed IS a binary and must be treated as such. Most problems in this step come from the file getting changed somehow.
7. Now it's time to fix the ground station list. This is easy. Rename pchfdl.txt and open it an any plain text editor like Notepad. Don't use a formatting editor like MS-WORD that adds stuff, unless you know how to save straight text from the program. Find the line containing ANNAPOLIS - MARYLAND and change it to ALBROOK - PANAMA.
When you're done, the text in the file should look like this:
Save as pchfdl.txt and exit.
8. Fire up PC-HFDL, find some squitters to decode, and you should be back in business.
I have working copies of pchfdl.dat and pchfdl.txt for public download on the Utility World web site. You're welcome to them, though of course I must again note that they have no guarantees due to the jungle that is Windows. They were good files whey I put them up there, but that's where my knowledge of them stops.

I have working copies of pchfdl.dat and pchfdl.txt for public download on the Utility World web site. You're welcome to them, though of course I must again note that they have no guarantees due to the jungle that is Windows. They were good files whey I put them up there, but that's where my knowledge of them stops.
I also have version34.txt, which is just a straight capture of the contents of the window that comes up when you check the System Table box. It's a good way to get the new table in its entirety. However, it's not needed for the operation of PC-HFDL.

Never fails... you disappear for a few days to eliminate a backlog of projects, and all hell breaks loose.
This time it's a new system table for ARINC's global HFDL system. It has apparently added an altogether new ground station in the open slot 11, and changed quite a few things. More when I get it up and running here.

WebSDR PSK250 Station Identified
We have a positive ID on the station mentioned just below. It's the one that transmits long weather bulletins apparently from Hamburg NAVTEX and Deutcher Wetterdienst. I'd been trying to figure that one out for a week.
A Google search for PSK250 (the mode used, a hot-rod 250-baud variant of psk31) plus a few other things turned up the wiki for PSKmail, yet another HF e-mail system. This one is in use worldwide, though I've never heard it here in The Land That Shortwave Forgot.
Be that as it may, the wiki turned up a list of PSKmail servers. A likely candidate seemed to be DK4XI-8, a DK4XI mail node using a center frequency of 3588.0 kHz. The station is listed as German. The frequency would seem right, in view of the various offsets we're dealing with here. It's listed as not beaconing, but note the identifier that was also copied at the end of the elephant picture a couple of posts down.
Sure enough, I subsequently copied a CQ DE DK4XI-8 preamble before a scheduled weather broadcast at 2116 UTC today (February 9, 2009). Isn't that always the way, that you see an identifier right after you spend a whole morning hunting things down? Anyway, it's confirmed.
BTW, the killer signal right above it on 3588.5 is DA5UWG. It's another PSK250 automated PSKmail server.

WebSDR is a remote Software Defined Radio at the University of Twente, Netherlands (grid locator JO32KF). It runs a Java applet that displays three waterfalls for amateur band segments, and allows multiple Internet users worldwide to listen to different parts of these at the same time.
While the amateur signals are interesting enough, the real fun is the utility reception at this location. It gives those of us trapped here on the US West Coast (aka The Land That Shortwave Forgot) a chance to hear some of those utilities that Europeans keep reporting on UDXF.
Here's a short log of some recent stuff I heard. Keep in mind that some of the frequencies are offset from where you'd hear them on your own equipment. Others are not (because I looked them up).

Check Out February Milcom Column in MT
I don't usually use this blog to plug stuff in the magazine, since technically the whole thing is supposed to get you interested in MT. In my own (somewhat biased) opinion, MT is the best radio magazine out there, and if you aren't getting it, you are missing a lot.
With that disclaimer out of the way, I have to report that Larry Van Horn's Milcom column in the February 2009 MT is a real winner. It contains information that's been going back and forth in e-mail for months concerning possible major changes to US Coast Guard radio communication. There's also some good data on the meanings of new military callsigns being heard on the bands.

80 Meter Waterfall Pictures
Users of a web radio receiver in Europe have been reporting an unknown net or nets with waterfall pictures and seldom if ever a callsign ID. This uses frequencies around 3585 to 3595 in the 80 meter amateur band. The players are unknown, though a couple of e-mail addresses displayed are on Ukranian and German servers. Some players are almost certainly from the former Soviet Union.
Waterfall pictures are images that appear right on the spectrum tuning display given by most digital radio decoding programs. They've been around a while. They are created by scanning a graphic file into pulsed or amplitude-modulated audio tones corresponding to lines of pixels in the file. Some ham programs do this, as does a fun little shareware program called Audiopaint.
First I heard of the 80-meter activity was from a posting to the UDXF mailing list by Robert, KB7AQD. This particular station was creating large numbers right on the waterfall spectrum display. These corresponded to dB below full power, and as the power was lowered the numbers became fainter.
Today, the 25th of January, I ran across one station on approximately 3588 kHz USB. It was sending a graphic "CQ test" call, like this:

The e-mail address is actually for gmail.com. The bottom got cut off due to tuning.
Here's another one, sent at 1940 UTC today. It's a cute lil' doggie:

And here's an elephant, sent at 1945:

The blob on the spectrogram after the picture is a burst of BPSK125. It is an identifier, but probably not one for the same station. It decodes to:
DK4XI-8:72 Pskmail v.0.7.24 - 19:45:19
DK4XI is a German ham active on packet and APRS modes. It strongly appears that this identifier is for an automatic transmitter associated with a European PSK e-mail network not related to the 80 meter waterfall pictures.
Another picture, that I didn't get a spectrum of, contains the web address www.funkbasis.de. This goes to a CB/ham forum in Germany.

Google Earth Pt. Reyes Tour Ends
What you want to do now is zoom Google Earth out to a high altitude. 50 miles should do it. This puts you in space, and you qualify for astronaut wings, but that's not relevant here.
Get Point Reyes in the middle of the screen so you can see it all. Notice the large line etched in the ground in such a manner as to separate the point from the land to its east. This line starts down south around Bolinas and Stinson Beach at 37 degrees 54 minutes 23 seconds North Latitude by 122 40 33 West Longitude. It heads out to sea on the north end of Tomales Bay, at about 38 degrees 14 minutes 46 seconds North by 122 59 01 West.
This is California's notorious San Andreas Fault. Point Reyes National Seashore is on a plate tectonic boundary, and the motion on this long strike-slip fault will eventually break it away from the rest of California, creating an island. Tomales Bay is where this has already happened.
While of course this is a geologic process requiring millions of years, about 20 feet of this motion happened all at once on a stretch from here clear to Cape Mendocino. This event is better known as the great San Francisco earthquake of 1906.
Now go part way up Tomales Bay to a spot on its east shore:
38° 8'39.22"N 122°52'40.99"W
This puts you in a rather picturesque shoreside complex with one big old building and several smaller cottages. This is the Marshall receiving station originally built by Marconi after the earthquake destroyed the original KPH in the Palace Hotel down in San Francisco.
As with other Marconi Hotels in the world, the Marconi company created a very attractive and comfortable, not to mention highly self-sufficient complex where the staff lived. This was necessary, given the remote locations of the stations. To the left of the main hotel with its veranda, were cottages for the station manager and chief engineer.
Various white objects in the large clearings to the north and east suggest possible former antenna locations. Some equipment remains on exhibit at the site, and I believe there may still be landlines in existence enabling remote operation of KPH from there.
When Marconi Wireless left the United States not altogether voluntarily after World War I, the subsequent Radio Corporation of America (RCA) owned the property. KPH did not move until after World War II. RCA eventually sold to a series of other owners, including the Synanon program. It was ultimately confiscated by the IRS, and then abandoned. Now it is park service property. It is being restored, and made available as a conference center.
The transmitters were in the old "power house" at the Bolinas facility, which we've already looked at.
Marshall is the VERY small town to the north, on the little inlet and former marina type thing called Marconi Cove. I believe it's all ranch land now. There's really not much in the way of habitation at all.
The Maritime Radio Historical Society has sought to do remote KPH operations from Marshall.

More Point Reyes Google Earth Coordinates
As promised, here's part two of our Google Earth tour of Point Reyes, CA:
38° 6'6.95"N 122°56'12.98"W
These will put you just north of Sir Francis Drake Boulevard, and south of the bunkerlike headquarters and receiving facility for NMC. This is the US Coast Guard Communications Master Station, Pacific. Pictures of CAMSPAC can be found on the Internet. It's a relatively new and very impressive facility. Note the large tower and rotary antenna just to the building's north.
The large treeline north from that shows one edge of the fenced off antenna farm. Two right angle bends in the fence take you south and then east until you're back near where you started. The lighting isn't very good, but close examination of the area thus bounded will show a number of shadows that are obviously structures holding up wire antennas.
"But wait," you ask, "It sure looks like there are antennas south of the fence."
You are right. These are for:
38° 5'44.22"N 122°56'51.28"W
These put you bang on top of KPH's historic old receiver building. This is a neat old structure put up by RCA to serve originally as the point-to-point receive site for much of the Pacific Rim. This was a prestige operation (and a very lucrative one), and the building has a lot of details visible in ground photos that are again all over the Internet. Note the tree-lined access road going northwest from Sir Francis Drake.
KPH moved here after World War II. Between the two stations, RCA put up a LOT of antennas here, some of which are sort of visible on Google Earth. This farm goes clear northeast to the NMC fence line mentioned before. There's another access road, some undistinguishable structures, and an interesting trail leading almost due west to what sure looks like a tower base with a large ground radial system.
There are other buildings and antennas in this area. These were formerly used by KMI, San Francisco (Inverness) Radio. This was the big AT&T High Seas station that could be heard 24/7 running commercial ship-to-shore phone calls from cruise ships to the landline phone network. Along with WOO, New York (Ocean Gate) Radio, and WOM, Miami Radio, these fed into High Seas Operator positions in Pennsylvania where the calls were completed. All gone.
This entire area is also part of Point Reyes National Seashore. Here too, the Maritime Radio Historical Society seeks to preserve the radio heritage of skilled operators at sea, and the consummate professionals who served them ashore as operators, technicians, and workers.

Use of BPL Declines in US
ARRL:
BPL (Broadband Over Power Lines) refers to the use of HF frequencies for broadband transmission of Internet packets over power company lines. The system has not been successful in the US market for a number of reasons, but the FCC for political reasons continues to push its use. IBM recently announced that it will work with power companies to implement BPL in rural areas beyond the reach of DSL and cable.
BPL is not the same as the home powerline networking system that is causing such a severe problem in Europe and South America. The use of these latter devices, more typically known as PLC (Power Line Communications) or PLT (Power Line Telecommunication), continues to increase rapidly.
According to the FCC figures, the category "Power Line and Other" dropped from 5420 lines in June 2007 to just 5274 six months later [out of 121.2 million Internet connections -Hugh]. It is not known how many of these are "Power Line" and how many are "Other."
"Despite the enormous and unwarranted hype given to BPL by the FCC under Chairmen Powell and Martin, the message from the marketplace is clear: BPL is going nowhere as a means of delivering broadband connectivity to consumers," observed ARRL Chief Executive Officer David Sumner, K1ZZ. "Still, the FCC has unfinished business with respect to BPL. It has been nine months since the federal Court of Appeals ordered the Commission to correct the errors it committed in adopting rules that inadequately protect licensed radio services from BPL interference, yet the FCC has made no effort to comply.

PLT Buzz Reaches Geek Sites
Thanks to the efforts of the UKQRM group, the disastrous effect of powerline communication devices on HF radio is becoming publicized where it matters. This is in the computer professional press, which reaches the people who make the purchase decisions.

The discussions on geek sites have led to hostile comments to the effect that short wave radio is obsolete, and should be abolished anyway. Apparently, we have done a poor job of informing the public of the consequences of eliminating the only long-distance communications system that does not depend on wires and/or links controlled and maintained by third parties.
Some people have even made remarks to the effect that they will stop using their PLC adapters when their cold dead hands are pried from them.
It would appear that we have something of a fight on our hands.
Bring 'em on.

Campaigners complaining about interference generated by BT's Vision product have financed independent tests to show that the kit BT is pushing fails to conform to the appropriate EU standards, prompting a complaint to trading standards officers.
Shortwave radio users have been complaining for a while about interference generated by networking over mains wiring, with BT taking the majority of the flak, but until now the protestors have been complaining to Ofcom on the basis of illegal broadcasting. By demonstrating that retailers are selling kit that fails to meet EU standards the protestors could prevent its sale, not to mention the possibility of fines for those manufacturing or importing the kit.

The discussions on geek sites have led to hostile comments to the effect that short wave radio is obsolete, and should be abolished anyway. Apparently, we have done a poor job of informing the public of the consequences of eliminating the only long-distance communications system that does not depend on wires and/or links controlled and maintained by third parties.
Some people have even made remarks to the effect that they will stop using their PLC adapters when their cold dead hands are pried from them.
It would appear that we have something of a fight on our hands.

Will There Be A Cycle 24?
Your guess is as good as mine. Both of our guesses are as good as those of the most high powered astrophysicists, solar-terrestrial experts, and everyone else out there.

Is Solar-Terrestrial Activity the Lowest Ever?
Well, maybe not. However, one important index is showing the lowest long term averages since that data series began in the 20th century.
Ap, the planetary "A" index derived from measurements of geomagnetic activity, continues to show historically low smoothed averages. Examination of data shows that this phenomenon began in 2005, and continues up to the most recent measurements permitted by the design of the average.
Ap, of course, does not directly measure solar activity. However, it is a reliable indicator of magnetic activity caused solely by energetic events on the sun.
Scientists are divided on the prospect of a low or nonexistent Cycle 24. There is also an ongoing debate as to whether such a misfire would mark the start of a major extended solar lull (a "Dalton Minimum"), causing an extended spell of cold climate (a "Little Ice Age").
Just about everything readily available online is more about politics than science. This is because the solar lull has become a major reason for contention between advocates of different government policies with regard to "global warming." The result is that it's hard to find anything addressing prospects for radio propagation.

New Google Earth Coordinates for Pt. Reyes, CA
Google Earth appears to have greatly improved its images of the Bolinas area. This is on Point Reyes, north of San Francisco, and is home to some truly historic old antenna farms. Visibility of antenna hardware used to be practically nonexistent, but now you can make out quite a bit.
We begin our tour at 37°54'52.32"N by 122°43'30.26"W. These coordinates put you right alongside the venerable RCA transmitting facility used by proud old KPH for commercial maritime communications. Much of this building was shared by RCA's real money making operation. This was KET, the West Coast hub for many point-to-point fixed-station links that connected up the entire Pacific Rim in the days before satellites. In the past few years, the facility has also been used by KSM, a new Maritime Radio Historical Society station with a commercial license on traditional coast station frequencies.
This building was added onto, and both halves are clearly visible. At least on my monitor, if you look real hard you can make out the many open-feed wires coming out of this building to the two long wooden structures to the northwest and southeast that show as white lines. From there you can easily trace the H structures that still carry largely intact balanced feeders to the two major parts of one of the world's great antenna farms.
At either end, right angle marks on the ground suggest the presence of large rhombics, once used by the point-to-point station. Closer in, a small service road leads southwest to a square building right on the cliffside by the ocean. This is the original "Power House," that held the Marconi company spark transmitters and subsequent RF alternators.
The massive antenna structure for these is mostly gone, but several of the concrete bases for the 300 foot support towers remain. One of these is just northeast of the building, looking like a white donut. Shadows make it possible to spot many poles that hold up wire antennas of various types. Several of these are still in use by the Maritime Radio Historical Society.
The land is now part of the Point Reyes National Seashore, and some of the main transmitting building is now used for offices of "Commonwealth." They at least used to operate a small 12-MHz sea surface research radar near the old Marconi building. It does not interfere with maritime frequencies.
Now go almost due north a bit, to coordinates 37°55'32.46"N by 122°43'52.57"W. These put you dead on top of the transmitter building used by NMC, the US Coast Guard Communications Area Master Station Pacific (CAMSPAC Point Reyes).
It's hard to miss the fairly new log periodic just due south, and various other circles, masts, and square fences make it easy to see the positions of various HF antennas. This farm is actually right next to KPH, separated by a low fence which shows up as a line running southwest to northeast all the way back up to the street (Mesa Road).

"Numbers" Activity Increases In Gaza Crisis
The Israeli phonetic alphabet station (E10) became much more active soon after the air strikes began in Gaza. Also more time slots have messages, and new messages come out more frequently.
E10 can start on the hour, half-hour, or sometimes even 15 minutes after the hour. Most schedules come between 1800 and 2300 UTC.

Mini "Night of Nights" on New Year's Eve
For the last several years, the Maritime Radio Historical Society amateur radio station K6KPH has participated in the annual ARRL Straight Key Night. This is an informal CW activity that runs from New Year's Eve into New Year's Day (US time). The only rule is that participants use a plain simple old straight telegraph key like the one they probably used to learn code. There are no scores or awards, but you can nominate good fists you hear on the air for honorable mentions. It's harder than it sounds!
For 2008-2009, the MRHS activity has been expanded into what is almost a mini Night of Nights (the Morse Code observance in July where several old stations send CW for around 6 hours). KSM (the MRHS commercial CW station at the KPH site) will be active on CW, RTTY, and Sitor-B (FEC mode). KLB, a ShipCom commercial station in Washington state, will also participate.
This activity gives a good chance to hear mediumwave transmissions under optimal winter-night conditions. In general, propagation should be quite a bit different from July.

US Congress Investigates "Dysfunctional" FCC
We were right all along. Or at least that's the conclusion of a Congressional investigating committee, which confirms serious malfeasance at the US Federal Communications Commission.
Their new majority report paints a picture of an opaque FCC, with a culture of fear and a tendency to suppress data conflicting with politically motivated decisions. Gee, this sounds quite a bit like many other parts of the Bush administration, does it not?

But the best parts concern the FCC's deliberate ignoring of data that conflicted with its allegedly prejudiced decision on Broadband over Power Lines (BPL):

It is certainly everyone's hope that a new broom in Washington can sweep away some of these wannabe communication lobbyists who have so damaged the FCC.

On Tuesday, December 9, the House Committee on Energy and Commerce -- the congressional committee that oversees the Federal Communications Commission -- released its majority staff report "on the bipartisan investigation of the FCC's regulatory processes and management practices." The report -- Deception and Distrust: The Federal Communications Commission under Chairman Kevin J. Martin -- stated that the investigation was prompted "by allegations to the effect that [FCC] Chairman Kevin J. Martin has abused FCC procedures by manipulating or suppressing reports, data and information."
...
Representative John D. Dingell (D-MI), Chairman of the Committee on Energy and Commerce echoed Stupak's concerns: "Any of these findings, individually, are cause for concern. Together, the findings suggest that, in recent years, the FCC has operated in a dysfunctional manner and Commission business has suffered as a result. It is my hope that the new FCC Chairman will find this report instructive and that it will prove useful in helping the Commission avoid making the same mistakes."
But the best parts concern the FCC's deliberate ignoring of data that conflicted with its allegedly prejudiced decision on Broadband over Power Lines (BPL):
Concerning BPL, the report alleges that FCC officials "ignored complaints of radio frequency interference caused by BPL high-speed Internet technology, delayed an enforcement investigation for two years and improperly withheld engineering data regarding BPL from the public."
The report found that in October 2004, as then-Chairman Michael Powell issued his final rule "defining BPL access and setting technical and administrative requirements to protect licensed radio operators from harmful interference," the FCC "withheld from the public certain engineering reports on which it relied in promulgating the rule" from the final rule and order.
Even though the BPL rules were adopted during Powell's tenure, the report found that "it was under Chairman Martin that the Enforcement Bureau and the General Counsel continued to withhold the redacted engineering reports and insisted on doing so in the course of the ensuing litigation [with the ARRL]."
Farther down, Martin is accused of lying to Congress:
The report also showed instances of where Chairman Martin "manipulated, withheld or suppressed data, reports and information," and said Martin's "manipulation [of another report] may have damaged the credibility of the Commission, and certainly undermined the integrity of the staff. Moreover, it was done with the purpose of affecting the congressional decision-making, in that it was issued as a report to Congress."
It is certainly everyone's hope that a new broom in Washington can sweep away some of these wannabe communication lobbyists who have so damaged the FCC.

On Friday December 12, 2008 fleeting sunspot group #11009 produced a C class solar flare before setting around the west limb of the Sun. This is the first C class solar flare since April 03, 2008.
Also a filament eruption occurred in the northwest quadrant of the Sun beginning at approximately 0615 UTC. This produced a weak partially geo-effective (Earth facing) coronal mass ejection (CME) that "may" impact Earth's geomagnetic field in a minor way (Kp 3) on or about Monday December 15, 2008.

USCG Cutters Getting New HF ALE Radios
U.S. Coast Guard chooses Thales HF-ALE radios for surface ships
CLARKSBURG, Md., 21 Nov. 2008. U.S. Coast Guard leaders needed medium-powered high-frequency automated link establishment (HF-ALE) radios for Coast Guard cutter surface ships to be acquired over the next five to seven years. They found their solution from Thales Communications Inc. in Clarksburg, Md.
Thales's systems are going aboard the Coast Guard's fleet of 75 cutters of varying classes, including high- and medium-endurance cutters and the polar icebreaker fleet.

IARU Region 1 Passes New 40 Meter Bandplan
The International Amateur Radio Union (IARU) concluded its meeting in November with an agreement on a new voluntary band plan for the expanded 40 meter amateur band.
IARU regions coincide with those of the International Telecommunications Union (ITU). Region 1 is Europe, Africa, the Middle East, and all of Russia east to its Bering Strait border with (gasp) the United States. Region 2 is North and South America, plus Greenland. Region 3 is Asia (minus Asiatic Russia), the Central and South Pacific, Australia, and New Zealand. Antarctica and the Arctic are split up accordingly, as the lines run clear to the poles.
On March 29, 2009, an ITU agreement will kick in, expanding 40 meters in Region 1 from 7000-7100 kHz to 7000-7200. AM broadcasters in Region 1 will no longer be coordinated in this part of the "41 meter band," though it is not known whether all will actually move anytime soon. Furthermore, broadcasters in Region 3 will not have to move unless interference from legally operating amateurs becomes a problem.
The major change for hams is to move most voice operation above 7100 kHz, somewhat more in harmony with the United States rules. Night time 40 meter users in the US will hopefully not be required as often to work crossband or cross-mode to contact voice DX stations. However many countries don't have required band segments by mode, and band plans are voluntary in such cases.

Bad weather forecasts next two days at KSC caused a decision to go with the first Edwards AFB landing option. The Los Angeles City Fire Department is warning people to expect the distinctive sonic booms, since there hasn't been a landing on this track right over L.A. in years:

The STS-126 crew spent its final full day in space Saturday. The crew tested space shuttle Endeavour's flight control surfaces and reaction control system thrusters in preparation for a Sunday landing. The two landing opportunities at Kennedy Space Center are for 12:19 p.m. and 1:54 p.m. EST. However, an unfavorable weather forecast in Florida called for two more landing opportunities at Edwards Air Force Base in California at 4:25 p.m. and 6 p.m.

Alleged HomePlug Document Suggests Awareness of Interference Issue
Publically, the two standardizing industry associations for the HomePlug and DS2 powerline communication standards act as if there's no problem with RF emissions from devices which are basically wideband transmitters putting appreciable HF energy into AC power lines, which unintentionally serve as very efficient transmitting antennas.
A document alleged to be an internal "executive seminar" at the HomePlug Alliance has been posted to the files section of UKQRM. If this is real, it strongly suggests that someone working for the HomePlug Alliance is completely aware that a problem exists. Members of UKQRM can go to that group's files section and download this document.
What we have here is something at least resembling an internal presentation of PowerPoint-like slides stored as a .PDF file. Its heading on each slide is "Homeplug Executive Seminar." It shows measurements proving that their devices do not meet European electromagnetic compatibility standards, and had to gain the CE mark by exploiting loopholes. Subsequent slides claim that it's all just a problem with the standard test setup, which is simply unfair to powerline devices, that's all.
If this means that the whole idea of sending data through active power lines is so stupid that excessive RF power must be used to make it work even a little, I agree.

This is accompanied by a chart which looks like a dBuV over frequency run. Indeed, it shows 85 dBuV all the way across HF under their test parameters, except for sharp notches in some (NOT ALL) ham radio bands. This is indeed well in violation of EMC standards.

In other news, BPL is not dead. IBM announced that it seeks to build an extensive system to bring broadband to rural areas. In other words, if you try to escape the cities, you will find that HF has been jammed in the country too.

If this means that the whole idea of sending data through active power lines is so stupid that excessive RF power must be used to make it work even a little, I agree.

Safety, immunity and harmonics are correct but almost all PLC devices pass over the CISPR 22 class A, B limits so failed the test and we could not generate (directly) the DoC (Declaration of Conformity) needed for Europe
This is accompanied by a chart which looks like a dBuV over frequency run. Indeed, it shows 85 dBuV all the way across HF under their test parameters, except for sharp notches in some (NOT ALL) ham radio bands. This is indeed well in violation of EMC standards.
What do you do if you fail the test? Why claim that the standard is too old fashioned, of course, and rig up your own test so your product passes, despite a known EMC problem. Continuing, on page 5:
Several studies have been done on this current issue
• Some experts have demonstrated that the current interface used for the test was not accurate for the powerline and have proposed their own schematics (gaining up to 10 dB so passing class A and B)
Few competent bodies have proposed their own method
• They created their own measurement method and built for the manufacturer, the TCF (Technical Construction File: this is the second official way to gain the CE mark, specially when a unit do not follow at 100 % the harmonized standards)

I'm glad I'm not a conspiratologist. The idea of a worldwide total blockage of HF would have me going on Art Bell (or his replacement) by now.

Special Maritime Radio Historical Society Event 11/21-22
From MRHS:
On 21/22 November the MRHS will activate KPH and K6KPH from the original trans-Pacific receive site of the American Marconi Co in Marshall, CA. This was also the receive site for KPH before WWII. KPH will be active on 426kc, 500kc and on 4Mc and/or 6Mc HF (exact frequencies to be announced). K6KPH will be on 3550kc and 7050kc. Transmitters in Bolinas will be keyed remotely from the Marshall site. KPH was closed at the beginning of WWII so this activation will recall the days before Pearl Harbor.
As a special treat SS JEREMIAH O'BRIEN/KXCH (Denice Stoops at the key) and SS RED OAK VICTORY/KYVM (Steve Hawes at the key) will attempt to be on the air on MF.
If you have the ability to relay traffic to the National Traffic System we'd love to hear from you if you're within range of K6KPH during the day on 3.5Mc or 7Mc. We will be soliciting traffic from those attending this event and may have a lot on the hook. So if you can be QRV for us please let me know.

Beginning at 2:30 p.m., video will show one stationary wide shot of Endeavour on Launch Pad 39A at NASA's Kennedy Space Center in Florida.
The feed will include live audio of communications between launch controllers and the shuttle but not the commentary airing on NASA TV's Public Channel. NASA TV commentary will air on both channels beginning approximately nine minutes before the scheduled launch time at the conclusion of what is known as the T minus 9 minute hold in the launch countdown.
During the shuttle's 15-day STS-126 mission to the International Space Station, the crew will deliver supplies and equipment necessary to double the station crew size from three to six members and conduct four spacewalks.

Echostar (DISH Network) Specifies HomePlug PLT Adapters
We may have the first major deployment of power line based Ethernet in the US. Echostar, which most people know as DISH Network, is now recommending that users install PLT adapters in their homes if their router is in a different room than the satellite receiver.
These adapters use the HomePlug standard, better for us than the DS2 than is causing all the trouble in the UK, but not always by much.
DISH receivers use Ethernet to communicate with the network for ordering pay per view, etc, if there is no landline telephone connection available. Most users already have these receivers connected to landlines, so hopefully there will not be a wide deployment.
If HF interference is traced to one of these systems, the options available to remedy the situation are as follows:
Do nothing. Maybe the FCC will help, but probably not. At this point you will have to give up utility DXing.
Ask the users to:
Move the router nearer the satellite receiver;
Run network cabling;
Run a long landline cord to the receiver.
Obviously, this last one is probably the simplest, unless the customer only has a cell phone and a high speed Internet connection.
As tecnology evolves, and everyone comes up with more uses for Ethernet than communicating with laptops via Wi-Fi, home PLT adapters will become standard items seen all over. Unless something changes, at this point the HF utility hobby will be over.
Sorry, but it's that simple, unless something happens to change this sad situation. I'm out of ideas. ARRL won't help and I don't see the necessary unity in the USA.

Editorial: UK Ofcom Screws the Pooch On PLT!
This letter from the UK Office of Communications, as reprinted on the UKQRM mailing list, shows once again that the USA has no monopoly on corporate butt-saving by government regulatory agencies. This masterpiece, in fact, surpasses even the most incredible stuff churned out by our FCC, and that is no small achievement.
By this logic, I guess a company flooding the market with baby formula known by regulators to contain poison would be within the law if only 40 or so families complained when their babies died.

Whilst there is evidence that some PLT apparatus fails to meet the ETSI Harmonised Standard EN 55022, there insufficient evidence [sic] that the emissions generated are causing harmful interference, more generally, to consumers.
The actual number of complaints received by Ofcom attributed to power line telecommunications equipment remains extremely low in comparison to the number of products in use. In September 2008, Ofcom received 6 interference reports from radio enthusiasts, and this was preceded by 15 in August; prior to this, there were around 20 others. I understand that all interference cases have either been or are being resolved.
We have considered your comments regarding the Comtrend/BT product, and generic PLT equipment; and references to provisions that allow for enforcement action to be taken.
Ofcom do not consider that the current situation justifies taking enforcement action to remove PLT apparatus from the market. In making this decision, Ofcom have considered our statutory duties and functions included in the Communications Act 2003 and EMC Regulations 2006.
For enforcement action to remove PLT equipment to be considered proportionate, Ofcom would need to establish that the apparatus does not meet the EMC essential requirements and generates harmful interference.
At this time we consider a proportionate response to be, to deal with the complaints of interference received on as and when they arise on a case-by-case basis.
We do, of course, reserve the right to adapt our enforcement policy to meet with any change in the circumstances, for example, where we observe a significant increase in the number of interference cases received (where PLT emissions are proven to be excessive); or, of course, due to a change in the type of spectrum user being affected by the interference (a good example would be a service concerned with national safety and security). Naturally, we would need to consult with BERR regarding any change in our enforcement approach.

NASA GIVES "GO" FOR SPACE SHUTTLE LAUNCH ON NOV. 14
CAPE CANAVERAL, Fla. -- NASA managers completed a review Thursday of space shuttle Endeavour's readiness for flight and selected the official launch date for the STS-126 mission. Commander Chris Ferguson and his six crewmates are scheduled to lift off to the International Space Station at 7:55 p.m. EST on Nov. 14.
Endeavour's STS-126 flight will feature important repair work to the station and prepare it for housing six crew members during long-duration missions. The primary focus of the 15-day flight and its four planned spacewalks is to service the station's two Solar Alpha Rotary Joints, which allow its solar arrays to track the sun. Endeavour will carry about 32,000 pounds to orbit, including supplies and equipment necessary to double the crew size from three to six members in spring 2009. The new station cargo includes additional sleeping quarters, a second toilet and a resistance exercise device. ..
Endeavour's launch date was announced after the conclusion of Thursday's Flight Readiness Review. During the meeting, top NASA and contractor managers assessed the risks associated with the mission and determined the shuttle's equipment, support systems and procedures are ready for flight.
Ferguson will be joined on STS-126 by Pilot Eric Boe and Mission Specialists Donald Pettit, Steve Bowen, Heidemarie Stefanyshyn-Piper, Shane Kimbrough and Sandra Magnus. Magnus will replace space station crew member Greg Chamitoff, who has been aboard the station for more than five months. She will return to Earth during the next shuttle mission, STS-119, targeted to launch in February 2009.

British Telecom to Continue Specifying Spectrum Polluting Equipment
In a move that surprised everyone with any knowledge of the current situation, British Telecom has renewed its contract with Comtrend to buy its DS2-based PowerGrid 902 home networking adapters for another year.
This is despite full knowledge that the normal on-spec operation of the DS2 chipset continuously transmits a strong signal across most of HF, except for an audible reduction in known international amateur bands. Utility and international broadcasting DXing (including DRM) cannot co-exist with this technology, and everyone knows it.
It is obvious that BT intends to deploy this equipment in millions of homes throughout the UK, while solving the few interference complaints on a case by case basis. Note that this solution requires that the users of the home video system will approve installation of a hard-wired network. If they don't, the complainer will need a new hobby. Too bad about all that money they spent on receivers and equipment. The only recourse left will be a long, expensive, and unpredictable test case in the courts, against extremely well funded and connected corporate interests.
To show how well this approach is working, note the case of longtime Utility Logs contributor "Mike" in West Sussex. He is on something like his third round of Ofcom complaints and technician visits by Ofcom and BT to his neighbors. Every time one is resolved, a new one starts up within a matter of weeks.
It should now be completely obvious that public access to short wave radio is now considered expendable by most of the world's governing bodies. Maybe someone will try to change this, and maybe they won't.

It is obvious that BT intends to deploy this equipment in millions of homes throughout the UK, while solving the few interference complaints on a case by case basis. Note that this solution requires that the users of the home video system will approve installation of a hard-wired network. If they don't, the complainer will need a new hobby. Too bad about all that money they spent on receivers and equipment. The only recourse left will be a long, expensive, and unpredictable test case in the courts, against extremely well funded and connected corporate interests.
To show how well this approach is working, note the case of longtime Utility Logs contributor "Mike" in West Sussex. He is on something like his third round of Ofcom complaints and technician visits by Ofcom and BT to his neighbors. Every time one is resolved, a new one starts up within a matter of weeks.
It should now be completely obvious that public access to short wave radio is now considered expendable by most of the world's governing bodies. Maybe someone will try to change this, and maybe they won't.

This is a 10-minute video that tells the history of the place, with lots of pictures of truly awesome antennas and transmitters. There's also interesting footage of political figures as diverse as Cesar Chavez ("Delano Grape Strike") and Ronald Reagan (Radio Free Europe). It tells the story of short wave broadcasting in the post-WWII United States, and why we would be crazy to get rid of it, as we seem determined to do.
Directing style is about as old-skool as you can get, looking like an old newsreel, but this works with the subject matter. The video is available as a nice clear MP4 or the smaller YouTube flv type of file.

Power Line Telecommunications (PLT)
Power line telecommunications (PLT) is a technology that can carry data on a conventional electrical power system using a radio frequency carrier signal.
PLT equipment can be used to interconnect computers with other devices in the home. It is not considered radio equipment for the purposes of equipment regulation.
As with all electrical and electronic products sold in the UK, PLT equipment is required to meet the relevant regulations before it can be placed on the market. In particular, it must comply with the Electromagnetic Compatibility Regulations 2006 (the EMC Regulations) which are based on a European Directive.
The person who places products on the market (usually the manufacturer or the importer) must ensure that the products comply and apply the ‘CE’ mark.
The UK government department for Business Enterprise and Regulatory Reform (BERR) is responsible for overseeing the EMC Regulations. Enforcement powers are delegated to local Trading Standards offices and to Ofcom where there is a radio spectrum protection or management issue.
Ofcom estimates there are around 500,000 pieces of PLT equipment in use in the UK. We have received around 40 individual complaints of interference attributed to PLT equipment. All of these complaints are in the process of being investigated or have been successfully resolved.
It is often the case that electrical equipment that is used in the home has to comply with the EMC regulations. Some of this equipment has the capacity to cause interference to other radiocommunications equipment in certain circumstances; this can be due to the manner in which it is installed or operated.
Ofcom can provide advice and assistance to those who complain of interference with radiocommunications equipment. Any individuals who wish to report specific cases of interference that may be caused by PLT apparatus, or any other source, should contact Ofcom’s Advisory Team on 0300 123 3333 for further assistance.
We continue to liaise with BERR and other interested stakeholders in respect of PLT interference and will provide further updates on any significant developments.

Another obvious Cycle 24 sunspot group has been observed for the past several days. While daily fluxes remain about as low as they ever get, there is finally repeated evidence that the new cycle is underway after a long delay.

Russian Antarctic Comm Station Burns
The Russian "Progress" research station in Antarctica has experienced a fatal fire in one of its buildings. Word of this fire was slow in arriving, because all of the radio gear was destroyed. Routine HF communication from this station has been interrupted.

RSGB Letter to UK Authorities Re:PLC
The Radio Society of Great Britain has sent a letter to the British Ofcom regarding the Society's perception of a weak response on the dire matter of Power Line Communications.
While RSGB has expressed considerable concern over strong HF interference caused by the wide deployment of home Ethernet power line adapters, Ofcom has spent two years making vague excuses based on a legal issue regarding the European Union.
As anyone who has been following the situation knows, politicians worldwide have been reluctant to rule decisively in PLC matters. Generally, they have preferred to see what the marketplace does, rather than be perceived as against "new technology." This has led to the approval by Germany of home computer networking gear that is clearly in violation of ITU regulations regarding access to spectrum. Further, these units do not generally meet their claimed specs as submitted for CE certification. These specs come from a self-test in a best-case situation which is unlikely to be replicated in the real world.

The RSGB has recently received a reply from Ofcom in response to a PLT complaint made almost two years ago. The Society has in turn expressed its’ dismay at the contents of this letter and has responded accordingly with a letter from the President. The following edited extract will hopefully show that the Society is not about to roll over and accept what amounts to “shoddy service” from the regulator -
“The Radio Society of Great Britain understands that as the product in question was declared compliant in Germany, Ofcom extended the usual courtesy of asking BNetzA to investigate as the home authority in the first instance. You say that BNetzA has investigated but decided not to take enforcement action but you have given no reasons. The implication is that you will not be taking any further action. However as the product is available from UK outlets we do request that you continue to investigate our complaint of non-compliance. You will know that if your investigations confirm the non-compliance, the fact that the German authorities have chosen not to take enforcement action is not a bar to the UK doing so under the principle of national subsidiarity. The integrity of New Approach Directives is in fact dependent on Member States acting where non-compliance is found. The procedure under Article 10 of the EMC Directive or Article 9 of the RTTE Directive provides the method by which Member States must notify the Commission of such independent action.
The Society submitted a detailed complaint case nearly two years ago and is still awaiting positive action by the UK regulatory authorities. You will appreciate that there is considerable frustration among HF radio users about this matter, many of whom are members of the RSGB. This delay, attributed to restructuring, is frankly deplorable, unprofessional and certainly does not reflect well on the neutrality of the administration or the stated Statutory Duty of “Ensuring the optimal use of the electro-magnetic spectrum”. We believe the recent increase in reported incidents of interference received from licensed radio amateurs and short-wave broadcast listeners alike and attributed to units from various manufacturers represents only a small percentage of those suffering with this problem, with the majority not yet aware of what is causing the harmful interference to their reception.
It is understood a number of sufferers have already written to their MPs and MEPs in respect to this problem and no doubt these letters will reach your desk in due course. In the meantime we look forward to hearing of the results of your investigations as referred to above and the pursuance of the “enforcement policy in line with stakeholders needs””.
